Connect your Sony PSP to your computer with the USB cable and select "USB Connection" from the PSP main menu. Your PSP is now accessible from your computer; and you will see a list of folders on the PSP memory stick. At the bottom will be a "PSP" folder.
Right-click an open space underneath the "PSP" folder and click "New" and "Folder." This will create a new folder on the PSP memory stick. Name the folder "PS3" and create a new folder inside the "PS3" folder. Name it "SAVEDATA."
Download one of the PS2 game saves from GameFAQs (see Resources). It offers PS2 game saves for many games, and, of course, they are all free.
Right-click the save file after it has finished downloading. Click "Copy" and right-click the "SAVEDATA" folder that you just created on the PSP memory stick. Click "Paste" and the save file will be transferred to the PSP. Press the "O" button on the PSP to safely disconnect it from your computer.
Turn your PS3 on and connect your PSP to the PS3 USB port. Select "USB Connection" from the PSP main menu. Go into the PS3 game section and select "Memory Card Utility." Select the "USB Device." This is your PSP. It will scan the PSP for save files. Select the save file that you transferred to your PSP and press the "Triangle" button. Select "Copy," and the save file will be placed onto the PS3's virtual PS2 memory card.
