Play through the game until you reach the point halfway through Chapter Three where your group defeats the monster Adramelk. Be certain to retain the character named Mustadio, and agree to buy a flower when you meet the flower girl in the city Zarghidas, as both of these are required to get Cloud in your party.
Travel to the Machine City Goug and watch a short scene where Mustadio's father shows off a relic he has excavated.
Head to the Coal City Goland and enter the bar. In the bar choose to listen to rumors, and then choose the rumor about ghosts in the coal mines.
Exit Goland and travel to the city Lesalia. Go to the bar in Lesalia to find out some additional details about the creatures in the coal mines. A man named Beowulf will offer to join the group. Choose the option to accept his offer.
Return to Goland and battle the monsters that inhabit the mines.
March back to the Machine City Goug. If you have defeated the monsters in the mines already, you will see a new cut scene with the various characters talking about the relic that was discovered.
Journey to the castle named Zeltennia and listen to the rumor in the bar about an island. Listening to the rumor will reveal the location of a hidden temple on a previously unknown island.
Go to the newly found temple and fight the robot who attacks your group, then watch the scene afterwards involving Beowful and his dragon companion Reis.
Leave the temple and return yet again to Machine City Goug. This time the relic will be activated, pulling Cloud through time and space to appear in Goug. He can't yet be added as a playable character to the group, however.
Walk to the city Zarghidas and fight off the thieves who are attacking the flower girl. Once you have beaten all the enemies in the area, Cloud will then join the party.
