Make sure your PSP is updated to the latest firmware version. Early model PSP's did not have a built in web browser. This feature was only released with a firmware upgrade. If your PSP was purchased in the last few years it will have a web browser built in, but if it wasn't go to playstation.com, navigate to the "PSP" section of the site and follow the directions to download and install the latest firmware.
Use the directional pad on the PSP to navigate to the "Browser" option on the PSP's main menu. This is the device's built in web browser. Press the "X" button on the controller to open it.
Press the "Triangle" button on the PSP's control pad to open the web browser's "Task Bar." Enter "http://www.youtube.com" into the PSP's address bar and select "X" to go to YouTube.
Type the name of the video you want to download into the "Search" field. When finished, press the "X" button and your PSP will search YouTube's video database for videos matching that description.
Use the directional pad to highlight the name of the video from the search results you want to download. Press "X" to open the page for that video. The PSP will download the video and it will begin to play automatically when finished.
