Join a WiFi network. If you have never joined a WiFi network before, go to the settings tab on the Cross-Media Bar (XMB), and scroll down until you see the Internet options icon. Press "X" and then select the "quick" scan method of finding a WiFi network. Select it by highlighting it and pressing the "X" button. Note that you will have to stay connected while using Skype.
Download the Skype program. This is already bundled with the 3.90 firmware upgrade, and once this upgrade is downloaded, you should see a Skype icon on the XMB. Make sure you insert a Memory Stick Duo in the PSP's expansion port, and then click on the icon to finish the install. Note that you will now need this memory stick in the expansion port every time you want to use Skype.
Create a Skype ID if you do not have one already. Once you enter the Skype application, you will be prompted to log in. If you already have Skype, use your normal Skype ID to log in. You will see your contact list pop up automatically. However, if you do not have a Skype ID, follow the link at the bottom of the screen to create one. This is the name that allows you to be contacted and allows other people to contact you. Note that as a rule of thumb, you should never use your real last name.
Add contacts. Contacts are the names of other people you want to contact on Skype. Simply go to the "Add Contact" link and type in their SkypeIDs using the pop-up keypad.
Make a call. Make a call on Skype by plugging in your PSP headset (with mic), highlighting the user you want to call and pressing the green "Call" button. Note that you can call both PC and PSP users on Skype for the PSP.
