PC With Bluetooth
Open your Bluetooth program on your PC. This program will vary from computer to computer so make sure you're familiar with how to access it. Refer to your user manual if you have any questions.
Click on "Scan for devices" in your program. This will scan the local region and display a list of all Bluetooth-compatible devices.
Press the "PS" button on your PlayStation 3 controller. When you press this button, a red light should start blinking; this lets you know that your controller is looking for a Bluetooth signal.
Click on your PS3 controller displayed in the list. Depending on your program, it may show as "PlayStation device," "Other device" or "Bluetooth controller." Ensure whichever listing it comes up as is highlighted before proceeding.
Click "Sync this device." This allows the computer to communicate with the controller. Once this process is done, your controller is ready to be used. The red light on the controller should be solid.
PC Without Bluetooth
Connect your PS3 controller to your PC. The PS3 controller should have come with a cable in order to do this. This is a type A-USB-to-mini-USB cable. If you do not own one you can buy these at any electronics store
Navigate to "Control Panel" on your PC. You can find this in the Start menu or go to "My Computer" and find "Control Panel" there.
Click on "Add Hardware." This will launch the "Find New Hardware" wizard, which will scan your computer for a new device. This should detect the PS3 controller.
Click on "Use Windows to find a driver." This will allow Windows to install the controller with a generic program to allow it to work on your PC. Ensure the red light on your controller is on and solid; this indicates it is ready to be used.
