Determine which version of the EyeToy camera you have by plugging it into your USB connection and waiting for the "Add new hardware wizard" to load. Cancel the wizard when it appears and open "Device Manager" from the "System" option in the Control Panel. The EyeToy device should appear under "Imaging Devices," as either a Namtai or Logitech USB camera.
Download the drivers for the version of the EyeToy you have. Unzip the file to somewhere on your hard drive, so it can be installed. Right-click on the EyeToy entry in Device Manager and select "Update Driver" to start the "Hardware Update Wizard." Tell the Wizard not to use Windows Update to find drivers and that you want it to install from a specific location.
Click the "Browse" button to select the folder you unzipped the driver into. Follow the on-screen instructions to install and set up the drivers. Make sure the EyeToy is plugged in and run the VIDCAP32.exe file in the folder where the drivers were unzipped to. This will test the computer's connection to the EyeToy to make sure it has been set up correctly.
