Acquire the licenses and development kits from each console and handheld manufacturer through their "New Developer" support pages. This process usually takes a couple of weeks and requires the mailing of at least two forms of business identification. A business license and operating agreement are usually preferred, too.
Take some time to become familiar with the development kits that you are going to be using to create your games. Many of the kits can do things that the others cannot. Sometimes they even use a completely different programming language.
Note any potential road bumps, such as programming language differences, and plan out a development cycle that will detail how and when the game will be created.
Test the game thoroughly throughout the developing process for bugs or glitches.
Once the game is ready for release, compile the code and send a copy to each console manufacturer for submission as an entry in their console's gaming catalog.
