Enter Tortooga and talk to Beluga Billy. He has a clock sketch he'll give you if you find his lost bag.
Jump off the dock to the right and onto the overturned rowboat. Quickly jump from rowboat to rowboat towards the building by the dock on the other side of the bay. You can also walk along the pier.
Double-jump to the roof of the building and retrieve the bag.
Return to Billy, who will give you a clock sketch for your trouble. However, he finds that someone stole his belongings and sends you on a quest to find them.
Jump across the rowboats toward the dock on the main island.
Run toward the building on the far side of the docks, then paint the ascending dock before the water rises. Run up the ascending dock and jump onto the roof.
Spray your enemies on the roof with paint to befriend them or douse them with thinner and spin-kick to defeat them. When you are finished, jump back onto the ground and head toward the jail.
Defeat the guards at the door, then spray the entrance with thinner to make it disappear.
Enter the jail and talk to Ruffian Branderson, the convict nearest the stairs. He agrees to tell you where to find Billy's belongings if you free him.
Exit the jail and head to the waterwheel.
Spray thinner on the ramp to reveal a hole, then jump into it.
Take the key, then paint the missing paddle onto the waterwheel. Jump onto the paddle and let it lift you out of the hole.
Return to the ramp near the waterwheel and then the next to last door on the left. You will find Gremlin Marc imprisoned in a cage.
Jump-kick the cage to free him. In gratitude, he will fix a set of broken pipes so that no more enemies approach you as you return to the jail.
Enter the jail and free Ruffian Branderson. He, in turn, will open the gate to the area where he has hidden Billy's belongings.
Exit the jail and pass through the open door on the other side the room. Billy's items are hidden behind a rotating panel in the far wall of that room.
Defeat the enemies in your path, then spin the gear on the first column to raise it.
Slow time using the clock sketch as you raise the other columns, if necessary.
Spin the gear next to the rotating panel to open it.
Take Billy's belongings, then spin-kick the suits of armor on your way out to get more clock sketches.
