Unlockable Characters
Most characters are unlocked by completing a particular level. You can unlock characters in Versus mode if you have a memory card file with "Dragon Ball Z: Budokai Tenkaichi 2" unlocked characters.
To unlock "Akkuman" as a playable character, beat the "What If Saga: Unexpected Messiah" in "Dragon History."
To unlock "Android 08" as a playable character, beat the "What If Saga: Affectionate Android" in "Dragon History."
To unlock "Arale" as a playable character, beat the "What If Saga: Dream Match: Goku vs. Arale" in "Dragon History."
To unlock "Babidi" as a playable character, beat the "Majin Buu Saga: Farewell to the Proud Warrior" in "Dragon History."
To unlock "Cyborg Tao-Pai-Pai" as a playable character, beat Level 2 in the "Otherworld Tournament."

To unlock the "Desert (Day)" stage, wish it from Green Shenron (Normal Shenron).
To unlock the "Desert (Evening)" stage, complete the "Yamcha Game," Level 2.
To unlock the "Desert (Night)" stage, complete the "Cell Game," Level 2.
To unlock the "Janemba Hell" stage, complete "Dragon History: Special Saga, 'Janemba'."
To unlock the "King Castle" stage, wish it from Red Shenron.
To unlock the "Mt. Paozu" stage, wish it from Shenron (Normal Shenron).
To unlock the "Muscle Tower" stage, complete "Dragon History: Dragon Ball Saga 'Decisive Battle in Holy Place'."
To unlock the "Penguin Village" stage, wish it from Red Shenron.
Unlockable Game Modes
Beat 30 missions in "100 Mission Mode" to unlock Survival mode.
