Enter time trail mode. Choose your favorite character and race on any track.
Complete time trail in a good time. You have to complete each track four to seven seconds faster than the normal ghost to unlock the expert staff ghost. The exact time for each track is unknown, but once you have beaten a normal ghost with four to seven seconds to spare, you will get a notice that reads, "A fast staff ghost has appeared." Make a note of all the normal ghosts you have defeated.
Defeat the expert ghost by making no mistakes and using shortcuts when you can. Beat all 24 expert ghosts--one for each track--to unlock the last medium kart.
