Proceed into OsTown and talk to the animatronic Goofy head in the center of town. After defeating the Clocktower boss in one of the beginning levels, you will enter Mean Street, similar to Main Street from Disney World and Disneyland. After completing some tasks here, you will be able to enter the OsTown level. Goofy will tell you that he is missing some of his parts and will add the task of locating this parts into your quests. His parts will be in the Tomorrow City level.
Locate Goofy's leg in the Notilus level of Tomorrow City. This will be your first task on this level. After raising the Notilus out of the swamp, locate the crane opposite from the house with the blue roof. Climb this crane by painting and thinning the gears so they are turned enough for you to climb. As you reach the top, thin out the wall, jump toward the wall and open the chest.
Defeat the Slobber at the Big Tomorrow exhibit. You will receive Goofy's torso by defeating the slobber with either paint or thinner. As the Slobber inhales Mickey, spray him with the paint or thinner. This will take a few attempts before he is defeated.
Repair the Sky Tram to receive Goofy's left leg. As you enter Tomorrow City Square, there will be a large ramp. Climb the ramp and fall of the edge. Thin the floor to reveal a secret room where you will need to paint in some gears. This will get the Sky Tram moving. Go back up the ramp toward the wall and use thinner to progress up to the wall. Round the corner and wait for the tram to arrive. Hop on and ride all the way to a cliff featuring the chest with Goofy's leg.
Thin out a globe in the final level of Tomorrow City and ride the globe to find Goofy's arm. There are two globes in this level. Once you find the correct one, you will thin the globe, jump in, ride to the top, climb the ramp and open the chest.
After defeating the level, make your way back into OsTown and talk to Goofy. He will reward you for finding all of his parts and will now be able to walk around OsTown.
