Keep your eye on Electro during the beginning stage of the battle. When he attacks, he will place his hand on the ground and fire a laser beam toward you. Tap "A" twice to perform a double jump and avoid taking damage. Continue dodging until Electro recharges his energy from the power plant. He will put one of his hands on the ground.
Approach Electro's exposed hand and press "B" to cover it in webbing. Electro will jerk back and hit the dam, reducing some of its health. Dodge his laser beam attacks again and repeat the process when he attempts to recharge. Electro will turn his back when he recharges for a third time.
Target either side of Electro. Perform a Web Zip by pressing "Right Trigger" when the yellow arrow appears. You will land on a piece of debris and reach the dam, which begins the next phase of the battle.
Run to the side to dodge Electro's punches. Defeat the enemies that he summons by pressing "X" and "Y" to execute melee attacks. Conserve health during the fight by pressing "Left Trigger" with "A" to roll away from danger. Repeat the process until only two sections of the dam remain.
Stand on one of the dam sections and wait for Electro's punch. Run to the other section when he swings. Electro will then lean toward you. Press "B" repeatedly to end the battle. A cut-scene will play in which the dam and Electro are both destroyed.
