Bring your bow and arrows and a filled soul gem to an alter of enchanting in the Arcane University in the Imperial City. You will need to complete all the Mages Guild recommendations in order to gain access to the Arcane University. Alters can be found in the Chironasium room in the university.
Activate an alter of enchanting. A menu box will appear with three sections in it.
Activate the top menu section titled "Name" to name your enchanted bow. Chose a name that reflects the enchantment you wish to place on it. That way you will be able to keep track of it in your inventory.
Activate the right menu section titled "Add Soul Gem" and select the soul gem from your inventory. You can only select soul gems that contain souls.
Activate the left menu section titled "Add Item" and select the bow you wish to enchant. A list of enchantments will appear in the "Add Item" menu section. The list reflects the spells you already know. If you want to enchant your bow with an effect that isn't on the list, you will need to purchase a spell that reflects that enchantment. Select the enchantment you wish your bow to have.
Select the magnitude, or strength, area, and duration you wish your enchantment to have from the next pop up menu. Select "Ok" when you are satisfied. Select "create" to enchant the bow. Now when you fire arrows from the enchanted bow, the arrows will hit your enemy with the same enchantment your bow has.
