Seth is the final boss of "Street Fighter 4" and is considered by the wider Street Fighter community as a "cheap" boss, or in other words, a boss character who is unfairly overpowered. While having few of his own original moves, Seth employs some of the strongest moves of the selectable characters and can stretch his limbs across the screen to hit you anywhere. Beating Seth can be seriously frustrating due to his "cheap" nature. To defeat him, you will need to be cheap as well.

Jump over Seth's head, landing just behind him.

Sweep his legs out from under him.

Jump over his head while he is down, sweeping his legs out from under him again as soon as he gains his feet. Repeat this process until he's defeated.
