Wireless Controllers
Move the video controller closer to the console, and make sure the console is facing the controller. The wireless signal may be out of range, so moving the controller closer to the console and positioning the console correctly will improve the signal strength.
Replace the batteries. Dead batteries will cause the controller to respond poorly, so switching the old batteries with new ones will improve performance.
Move the console and controller away from large metal objects, such as refrigerators and file cabinets, as they can cause signal interference. Remove stickers and decals on the controller, as they can also cause signal problems.
Move other wireless devices away from the controller. Wireless phones, cell phones, Bluetooth headsets and microwaves are among the devices that can cause conflicting signals to interrupt your wireless controller. As an alternative to moving these items, unplug them while you are using the wireless controller.
Wired Controllers
Check your controller cord for damage. According to Playstation, "Make sure the controller cables are in good condition, free of cuts, frays or other visible damage."
Unplug the video controller from the console. Blow inside the controller's plug, then blow inside the controller port of the console. This will remove any dust that may be interfering with the controller's connection to the console. If that doesn't work, use compressed air for a stronger stream of air. Make sure you plug the controller back into the right port and that it is completely plugged in.
Clean the buttons. According to Nintendo, a clean toothbrush without toothpaste and a cup of warm tap water should do the trick on an unplugged controller. Do not pour or submerge the controller in any type of liquid; rather, lightly dip the toothbrush in the water, and scrub the area of the controller around the buttons and control stick. Work the bristles down around the sides of the buttons and the control stick. After cleaning the controller, dry it off with a paper towel. Let the controller air dry for at least a couple hours.
Switch on the controller. Some controllers have on and off switches, so a controller switched off will need to be switched on to work.
