Write a funny script. Capitalize on the space marines and aliens universe of Halo as a base for the story (or don't, upping the absurdity factor in the humor of the movie). Use known conventions in the weaponry and physics of the game to write physical humor. Keep jokes short and punchy---comedy is about snappy timing, not lengthy exposition.
Print out copies of the script for each of the actors. Start a multiplayer game and proceed as if you were playing a normal game, except have the actors put the characters through the blocking the script requires. Get the right timing by having the actors read their lines as they play.
Connect the television to a video capture card and connect the video capture card to a computer. Go to the game's "Theater Lobby" and open the game from the "Saved Films" category. Remove the user interface by repeatedly pressing the "B" button and detach the camera with the "Y" button. Go forward in the movie and find the camera angles you desire. Repeat as needed to gain all the shots you require.
Record the dialogue onto the computer with the microphone and audio recording program.
Open the recorded game video and dialogue in a video editing program. Cut the shots together on the program's timeline. Save the project and export it as a video file.
